most breeders already have done that unless your buying from a BYB! If its already older then a week its too late to cut the tail anyway.
Look up dog training

1.) If the tail hasn’t been docked already, you’re probably not buying him from the best breeder on the planet. If it hasn’t been done yet, and he’s 8 weeks old, you’ll probably have to leave it alone, as the procedure becomes a LOT more difficult, and expensive, (and more painful for the pup in question), if it’s not done early enough. It is part of the breed standard to have the tail docked, but I really don’t recommend it at this age.
2.) As far as training the dog, what do you want to train it do to? These are stubborn dogs, and need a firm leader from day ONE, along with lots of socialization after they have been fully vaccinated. These dogs are NOT for the first time owner, nor are they for the inexperienced owner. You should NOT train it to be a guard dog. Form a good, strong, loving bond with the dog, and let nature handle the rest of its guarding instinct. I guarantee you the dog WILL protect you when necessary, without any training. If you’re not sure how to train a dog, you’re getting the wrong breed. This breed is considered a powerful breed as a reason, and is NOT considered a soft breed, for a reason. As I said, they are stubborn, head strong, and are NOT for the timid, inexperienced, OR first time owner. You can NOT be a push over with these dogs. They require firm handling from the start. This does not mean abusive handling, but definitely firm handling, in which the dog KNOWS its place in the pack is below you.
If you don’t have any experience with dogs, I highly suggest you pick a different breed. One that’s easier to train, and one that isn’t considered a powerful breed. I love the powerful breeds, always have, BUT, as I said, they’re NOT the best dogs for all owners, especially first timers, or inexperienced owners. They also are NOT for a timid owner that’s willing to let the dog jump all over them, and basically do as they please, etc…

If the tail was to be docked it should have been done at a very early age, I do not recommend this procedure after the pup is a few weeks old.
There are many books and videos as well as on line sites available on training puppies and dogs, please educate yourself on this important part of being a responsible dog owner. A Rottweiler is a powerful dog and should not be in the hands of a person who does not know how to train this dog.
You may want to delay getting a dog until you have had some experience, you can volunteer at a shelter and you will learn an awful lot about dog ownership and training.

you could get books, but try and find a training class, nothing is better than visual aid and help of a professional.

There is no reason to dock a dogs tail it is purely for cosmetic reasons (unless its a working dog and there is a very good reason for it.) many countries have banned the practise. the puppy should be as young as possible normally less then a couple of days old.
So just because people have let the tail intact does not mean its a BYB. in fact it more likely that the BYB would have docked the tail themselves and made a bad job of it.
Dont forget that Y/A is all over the world and not just the USA, so different laws apply. most EU countries have totally outlawed docking, clipping of ears, and the like, as there is no medical reason to abuse animals this way.

If you are asking how to train a puppy then you are probably better off going to classes, not only to help you out, but also allowing the puppy to socialise, as that is so important.
good luck

First of all, if you are buying a rottie puppy next week then IT IS TOO LATE TO CUT THE TAIL ANYWAY. We call it a docked tail, and for those that still do it, then it is done at 2 or 3 DAYS of age and nothing over.
So that is too late.
As for training then to be honest if you have to ask on here how to train a rottweiler then I can assure you, you do not know enough to do it yourself. Without a doubt.
Find a good training school and take the dog there. You not only learn a lot yourself but working them in a class also helps the dog to bond with you and also respect you.
I have been training rottweilers for 25 yrs but if I have a puppy I still take them to several training clubs a week as they also need the socialisation. I also now take my latest rescue dog to a training class every Sunday JUST to work him around other dogs.
You will need a training class or could end up with a very unsocialised bad mannered rottie, and we all know what happens next.
Put in rescue or euthanised. And I know you are thinking “I wouldn’t do that” well try telling the 8 dogs I’ve walked this morning at the rescue kennel because that is what their owners thought.
I do agree with Erica – you should be getting a different breed.
