He has an upset stomach. You should take him to a vet.

He is vomiting from the over consumption of water. It is yellow because it has bile in it. Do you feed dry food? twice a day or once? was the blood work for diabetic dogs too? Feed moist food twice a day. That might help. My female did this and we started feeding twice a day and now she doesn’t vomit up bile.

He might be allergic to the dog food. What I do with my 8 dogs is they like Kibbles and Bits. I mix a little can food in each bowl. They have never had a problem. Sounds like your dog is eating grass due to upset stomach. Try switching the dog food. You did not say where the blood is. Is it in bowel movement or vomit? Need more info on that.
If he had parvo the bowel movement would have no form, and the odor is really strong. Stronger than other dogs bowel movements.

Go to a different vet. Something is wrong.
